Committee Meeting Minutes October 2016.

  • Accounts:
    • Branch: £2332.67
    • Charity: £507.32
    • Social: £235.34
    • All account totals will be updated when outstanding transactions have been completed.

  • Support:
    • It is with sadness that we have to report that branch member and D Day Landing veteran Dennis Small passed away on Friday 11th November.  Dennis was 91.  He joined the Corps on 25th May 1943 and served to 5th October 1946.  His service number was 112556.  He was a stalwart of the branch for many years and supported all the work we did.  Even though his sight became poor he came to meetings and used a magnifying glass to read the minutes.  He would listen intently to guest speakers not actually being able to see their presentations.  He always attended the Reunion parade, going down on the train on the Sunday.  More recently with failing sight along with mobility and other ageing issues he found it increasingly difficult to attend branch meetings, but always remained cheerful and upbeat when anyone spoke to him.
    • He was also part of the original Landing Craft Association, which disbanded not so long ago due to reduced membership.  However, in August he was with a small group of the original members who presented the standard to the CO of 1AGRM at RM Tamar. In April this year Dennis received his Legion d'Honneur at a presentation from the Honouree Council of France at RMB Chivenor.

The funeral is at St Peters Church , Fremington, Barnstaple EX31 at 1330 on the 24th November followed by a burial at Fremington Cemetery.

    • A small group of serving and former RM’s attended the funeral former national serviceman RM George Moore on Tuesday 15th at Barnstaple Crem.  The standard was present.  The family thank the branch for showing their respects and send it would help them remember the day for the right reasons.
    • Bruce and the Chairman continue to manage the list of those who need some sort of support. As usual inform Bruce or John if there is anyone who needs a follow up.

  • Remembrance Parades:
    • There was an excellent turnout of about 20 members for the parade held at RMB Chivenor on the 11th.  Derek laid a wreath on behalf of the branch and the standard was present.  It was good that the new CO Col Dave Nicholson and RSM Tim Jukes came over to speak to many of the members after the parade.  We were then invited back to the Mess for a wet and brunch.  On the Sunday the standard and a number of members attended the Bideford parade.  Derek laid the wreath on behalf of the branch.  Wreaths were also laid at Torrington (Rodney Oke), Marwood (Bruce White) and Barnstaple (John Davis).
    • For those who watch the Cenotaph Parade on TV will have been unable to spot Brian Mulholland marching with the RAF Association.  We think he paid the BBC to hold the camera on him for a considerable amount of time.  He has offered to pay a Port fine.  Tom was also on parade with BLESMA.  But obviously his driving isn’t upto scratch as he wasn’t in his usual position of leading the BLESMA Vets.

  • Thanks from Lodge 251
    • Dave Rowlands Lodge have expressed their sincere thanks for the support in getting Dave to his daily visits to Sybil in Kenwith Castle Residential Home.  It was much appreciated.

  • The Poppy Quilt
    • You may recall friends of the branch made an RM Poppy quilt, which we presented to Jonathan Ball, CEO of the RM Charity.  I am pleased to announce that it was carefully transported halfway round the world to Hong Kong where it was auctioned off at an RMC Charity dinner the night before Armistice Day.  It now resides in Senior Lawyer Peter O’Brien’s residence who’s successful bid of £5,500 secured it for him.  I think you will agree – an excellent result for the Branch.

  • Medal Presentation
    • At Joiners and Leavers this month we took the opportunity to give recognition to branch member Bill Baverstock who has recently received his WW2 campaign medals – yes 71 years late.  Bill also has just received his Legion d’Honneur for the part he played in the D Day Landings.  Congratulations to Bill and thanks to Bruce who worked tirelessly in researching and applying for these medals on Bill’s behalf. Thanks also to the RSM and Mess. A good result.
  •
  • RMA Christmas Appeal: 1st to 20th  December
    • We now have a good number of volunteers to help with this annual appeal.  We have also had excellent response from CLR with personnel covering all dates except Ilfracombe due to Xmas leave.
      • 1st & 2nd - Tesco’s Braunton – 1000-1600
      • 7th, 8th & 9th  - Morrisons Bideford – 1000-1600
      • 12th, 13th, 14th & 15th  – The Pannier Market and High Street Barnstaple – 1000-1500
      • 19th & 20th - Tesco’s - Ilfracombe  - 1000-1600

  • WO & SNCO’s Mess Christmas Party 3rd December:

    • This is due to be held on the 3rd December.  For those planning to attend please put your names down on the board in the Mess reception where all is explained.  The revised cost of this event is £40 per head payable directly to the Mess.

  • Branch Christmas Party: 16th December

    • Responses are coming in for this year’s Christmas Party. Anyone intending to come and has put their chit in please do so asap.   As last year we will be having a carvery dinner with some entertainment at the table and to follow in the bar. The cost is £20 for a Welcome drink, starter, carvery and dessert + Cheese and Mince Pies.
    • As usual we will be running the Grand Christmas Raffle – so if you haven’t purchased tickets and will not be there on the night please contact the chairman or rafflettes who will gladly let you have some.

  • RMA Websites:
    • Branch: The branch website has been updated the branch website with most sections now upto date – such as Branch Activities, Globe and Laurel, Central Office info and the Photo album.  www.rmand16641664.webs.com
    • National: An article and photos has also submitted articles to the RMA national website about what we’ve been upto this summer. www.royalmarinesassociation.org.uk

  • JC’s Challenge
    • I can report that JC raised £620.49 to be split equally between the Devon Air Ambulance and RMA.  He is unable to attend tonight but has asked me to once again thank those who donated for their support.

  • The Baddicks have Moved
    • Tommy and May Baddick have recently moved but are still in Braunton.  The reason of this mention is that a team from CLR kindly popped round to take May’s piano away prior to the move.  Our thanks to them.  It is being considered whether the WO&SNCO’s Mess would be able to make use of it in the Mess.

  • Bonfire Night Accident
    • At the branch meeting Jacko raised the news of the accident at a Bonfire Party to the daughter of a work colleague REME Sgt Roe.  This was on the news and also in the papers.  Those attending the branch meeting decided that we should do something to brighten up life at this time.  Not forgetting the rest of the family it was agreed we should buy some appropriate gifts for each of the family and send a Christmas card from the branch.  The rafflettes are sorting this out.

  • The Closing of RMB Chivenor
    • I have spoken to the RSM about this and he has confirmed that although they haven’t had the formal notice the time frame currently is by 2027.  He said there is still investment in infrastructure ongoing on the base.  So watch this space please for updates

  • Easyfundraising:
    • The RMA has just added Easyfundraising as a simple, cost-free way for you to support your Association when you’re shopping online.  All you have to do is sign up (it’s free) at easyfundraising.org.uk/causes/rma. Then, every time you shop at Amazon, eBay, Argos, John Lewis, Sainsbury’s, ASDA and almost 3,000 other online retailers, they’ll donate a percentage of whatever you spend to us, at no extra cost to you. In an environment when nothing appears to be free – this is.  So if you shop on line why not sign up and the RMA will benefit automatically with no further obligation to you. The reference to Exmouth on the Easyfundraising site is of no consequence.

Committee Mtg Minutes October 2016

Summary of Branch  Meeting: 14th October 2016.

This months meeting was held in the WO&SNCO’s Mess RMB Chivenor as usual.  We had 23 members attending this meeting with 27 apologies.  We welcome new member Mac Greeney and it was good to see Paula and Dave Thomas attending.  After the meal we reconvened to the Ajax Bay Room, where everyone listened to the Chairman – now back from holidays.  Bullet points of what was covered are below.  Following the business meeting those remaining listened to Bruce give an interesting and amusing account of the Battle of Waterloo and how the only Royal Marine came to take part.

Our thanks to Bruce.

·       Accounts:

o   Branch: 2511.67

o   Charity: 403.65

§  Money from JC’s Challenge to be paid in and then distributed to DAAT and RMA

o   Social: 235.34

·       Support:

o   As you may be aware Col Shearsby suffered a major heart attack on the 3rd October and was flown from RMB Chivenor to the Royal Devon and Exeter Hospital by Devon Air Ambulance.  He underwent surgery and required 4 stents to be fitted. He is now back at home recovering.  Colin is in good spirits and Col and Sue express their sincere thanks for all the good wishes and support they have received. For now Colin is being made to take thinks easy (which he is finding difficult!!) and both Col and Sue will shortly be away on R&R for a few weeks.

o   Bruce and the Chairman continue to manage the list of those who need some sort of support. As usual inform Bruce or John if there is anyone who needs a follow up.

·       RMA Reunion at CTCRM 2017:

o   Due to further considerations by both the Corps and Central Office and taking on board all points of view 2017 Reunion will revert back to it’s September slot on the 16th and 17th.  To try to progress the integration of the serving Corps, the families and the RMA the format next year will have some changes, which will enhance the weekend.

·       The Barnstaple Marathon 2017:

o   The announcement of the date of next year’s marathon was made at the cheque presentation at the Memorial Garden RMB Chivenor recently, where the branch received at cheque for £200.  Next years event will take place on the 24th September 2017.  The course will be altered slightly to take in the airfield at Chivenor earlier in the race.  It may mean more people will take up the marathon challenge.  Brian (Mulholland) sent a letter of thanks to the branch, which closed with an invitation to have a glass of Port on him (Brain and Joyce were in Lanzarote) and being a man of his word Brian had arranged for 2 bottles of Port and glasses to be delivered to the Ajax Bay Room for the branch mtg.  So Brian - we did have that drink on you – our sincere thanks. We will do it all again next year – support the marathon that is!

·       JC’s Commando Challenge:

o   HUGE Congratulations to JC.  On Sunday 16th October at 1115 JC set off on his personal challenge to row 5k on a concept rower, swim 400 metres and then row a further 5K.  Those who are observant will see JC has to walk with aid due in part to 2 broken necks and a 200ft fall while serving in the Navy.  This means that the 400-metre swim and 10k row was completed arms only and without water wings!  JC was inspired by the quadriplegic who was carried around the Endurance Course at CTC last year so devised his own Endurance event.  He is raising money for the RMA and Devon Air Ambulance.  Thanks to Fergie, Tom and Fran Rivenberg, Jacky Peel and John Davis who came along to hold a bucket and support JC.  JC completed his challenge at 1300.  On the day £115 was collected from the customers at the Barnstaple Hotel. Along with on line donations, which stand at £115 so far, and the branch donation from the raffle of £60 - £290 has so far been raised for JC’s chosen charities.  Once JC has collected in his pledged money the total will be split equally between the two charities.  Considering Col Shearsby has recently had a ‘free ride’ on the Devon Air Ambulance it seems timely that JC chose this charity as part of his challenge.  Well done again JC.

·       Mike Durran’s 1000 Mile Walking Challenge

o   I am pleased to report branch member Mike Durrans has just passed his target of 1000 miles walking in 2016.  He is raising funds for the RMA.  Well done Mike.

·       Unit Remembrance Parade: November 13th PLEASE NOTE THE DATE CHANGE

o   The branch has been invited to attend the parade at the Memorial Garden at RMB Chivenor - the branch standard will be on parade and our President will be laying a wreath on behalf of the RMA. Details will follow but normally we meet in the chapel around 1000 - make our way to the parade around by the Memorial garden at 1030/45 where there will be seating for those who don’t/can’t parade and space for the veterans to fall in along side the unit. There is no marching.

o   Following the parade we normally are invited back for a Pay as You Dine carvery lunch at the Mess.  Details nearer the time.

o   The branch is also planning to have representation at Barnstaple (John Davis), Bideford and Torrington (Rodney Oke) where wreaths will be laid.  These parades will also be on the 13th November.  Bruce White will lay a wreath at the church at Marwood again this year.

·       Branch Christmas Party: 16th December

o   This year’s party will be held as usual  in the Officers Mess.  As last year we will be having a carvery dinner with some entertainment at the table and to follow in the bar.  I am currently looking at Friday December 16th starting at 1800 for a 1900 sit down.  The cost will be around £20 tbc for a Welcome drink, starter, carvery and dessert. The Pro-forma forms will be sent out in due course.

o   We now have books of raffle tickets for this event at £5 per book.  There are around 20 quality prizes as usual.  You can request books from John Peel

·       WO & SNCO’s Mess Christmas Party 3rd December:

o   This is due to be held on the 3rd December.  It is usual that the branch has access to a couple of 10 man tables at this event.  I will advise you nearer that time.

·       Central Office News:

o   The RMA website:  The website is being developed all the time with new features and useful tools.  It may seem to be alien to us “old and bold” but it was pointed out at the Reunion that by developing it to carry out processes that would ordinarily but undertaken by staff at Central office it is actually saving the RMA time and money.  This allows more funds to go to needy causes and also allows the small Central Office team to be able to focus their time on more important matters. So please try to embrace this.

o   DDR as the preferred payment method for annual subs: This subject was raised as an AOB in the branch mtg.  A challenge was made that legally an individual should be allowed to choose to pay by STO if it is their preference.  A statement from Central Office stated DDR will be the preferred method but quoting the memo “ An additional incentive to establish this change of practice, and to encourage Standing Order, Direct Debit or other online payment processes across the membership, is that the RMA will be charge £1.50 by the bank for every cheque handled.”  So it appears STO’s will still be accepted but Central Office would prefer the switch to DDR.  Our president and SW Regional Trustee stated at the branch meeting the process saves time and money at Central Office and will reduce the massive shortfall in revenue from membership currently experienced – which has got to be good for the membership. He will seek clarification.

o   2 Membership Numbers:  A question was raised about with the renewal of membership cards it appears the membership number has also been change.  This was raised at the AGM and it was confirmed that this has to happen due to the programming of the RMA website but no person would  be charged twice and that invisibly the system connects both numbers as being the same person.

·       Easyfundraising:

o   The RMA has just added Easyfundraising as a simple, cost-free way for you to support your Association when you’re shopping online.

·       Support:

o   Bruce and the Chairman continue to manage the list of those who need some sort of support. As usual inform Bruce or John if there is anyone who needs a follow up.

·       The Dartmoor Way in 36 Hours:

o   This challenge was undertaken on the 15th and 16th September, commencing at 0700 and being completed at around 2100 on the 16th.  Ably supported by the branch and 5 serving RM’s from CLR, Jane walked the entire Dartmoor Way (90 miles) in 39 hours without sleep. Special mention to Mark “Harry” Allchorn who was by her side the whole way.  The branch would like to thank Jane and all those who supported this.  A special thank you to Bob Martin who provided, through his Minibus business, the main support vehicle and drove it from Ilfracombe, leaving at 0400 and then continuously tracking Jane’s progress not returning home until 2100 on the 2nd day.  Also a big thank you to CLR for their support in providing 5 serving Royal Marines to walk with Jane.  Jane’s “Just Giving” is over £800.00 donated so far.  Anyone who would like to make a donation can still do so at www.justgiving.com/fundraising/JKMcGill

·       RMA Reunion at CTCRM

o   This was as always an outstanding weekend with 14 branch members attending.  Mixed fortunes again. The Ladies shooting team embarrassed the men by coming 2nd over all in the Team Shooting (being beaten by the Blackpool Men team) with Jacky Peel winning the Ladies Individual Shoot.  We came 2nd and 3rd in the quiz – unfortunately to Exeter again.  However, the branch was awarded a Cdo Dagger for their fund raising efforts during the Sainsbury’s Support Appeal. The chairman was also honoured but slightly embarrassed to receive the RMA’s Annual President’s Award for services to the RMA.  He said that if he didn’t get the support from branch members, the branch wouldn’t have achieved their successes over the years and he wouldn’t have been nominated.  So well done the branch.

·       The Barnstaple Marathon – 25th September:

o   Again this year we supported the  North Devon Roads Runners with this event providing marshals for the airfield and the Ladies ably running (well actually not physically running at all) the Water Station and providing that ray of sunshine for the runners as they past. Thank you to all who gave up their time to help this event on what was a rather Blustery and sometimes Wet Day. Our congratulations to all the runners who took part.

·       The Branch Calendar:

o   It was brought to my attention that some dates on the calendar on the website differed from dates in the minutes.  Primarily this is because the Mess have requested a date change.  We try to put a provisional calendar together which I should update when required.  However, I confess this does not always happen.  The minutes, unless there is a typo – which is frequent – but generally picked up by Mrs Sec are the most up to date and we endeavour to cover the forthcoming 2 months.  So always trust the minutes over the website.  But any queries please ask.

·       Central Office News:

o   The latest Trustees draft minutes and other Central Office documents are now on our website and proposed for changes to the Bye Laws etc.

o   All branches received a letter from Central office issued by the new CGRM Maj Gen Rob McGowan regard his acceptance of the role of President of the RMA and a covering letter from the Chairman of Trustees – Ron Bell.  In it was mention of the outstanding presidency of branch member General Dave Wilson over the last 4 years, particularly during such a significant time of change to our Association.  North Devon would like to send our good wish to General Dave Wilson and his family for their future.

·       The RMA AGM:

o   There was a welcome address from the new President - Maj Gen Rob McGowan.

o   There was also a presentation of the new website and various updates.  One thing was emphasised is that the design of the website makes it a tool that will reduce man-hours and cost to Central office and it is felt this should be embraced.  It is being considered to have some form of presentation about the use of the website. One interesting tool on the website is Easy-fundraising (see next item below)

o   The annual accounts were presented and approved.

o   All proposals for changes to Bye Laws were approved.

o   There was discussion about the move to July next year (22nd and 23rd) for the Reunion.  This is a trial and Central Office are mindful of possible date conflicts and costs but see this as an opportunity to share the RMA with those attending the CTC Family’s Day. This should be seen as a positive move but as stated it is only a trial. The entire emphasis was that the RMA should continue to modernise if it is to have a future.

·       Easyfundraising:

o   The RMA has just added Easyfundraising as a simple, cost-free way for you to support your Association when you’re shopping online. ·      Central Office News:

The latest Trustees draft minutes have been published and are on our branch website.   Some key issues mentioned are as follows:

·      RMA Development inc. Reunion July 2017

·      The One Man One Vote will not come into operation for this year’s AGM as the Association is still Un-incorporated. So voting at the AGM will be by branch delegate – 3 proposals below – feedback to the Chairman.

v Proposal:  No suggestions for amendments to the Bye-Laws have been submitted by Branches or members since AGM 2015. However, the amendments proposed in red text in the attachment to this letter have emerged from the process of revising the Branch Secretary’s Aide Memoire, and concern fine tuning to the conditions of RMA membership to make them clearer. These proposals were considered in detail and approved by your Trustees at their meeting of 21 July 2016. This proposal allows for these amendments to be formally accepted.

v Proposal: This proposal allows the transfer the assets of the unincorporated RMA to the new legal In-corporated entity, RMA Ltd. This process is required under Company Law and is a purely legal process that will have no impact on members and Branches, but will enable the new legal entity RMA ltd to take on the old unincorporated Association’s role in full. For clarity and your better understanding of what this process means, the following points are relevant:

v Proposal:  Under Company Law, RMA Ltd is obliged to make a formal arrangement to allow members voluntarily to transfer their membership to the new company. By paying their annual subscription to the new limited company at renewal time, RMA members will automatically become members of the company under company law. This means that every member will have a right to vote on membership issues. Voting for this proposal indicates acceptance of the opportunity to opt into membership of the new legal entity.

·      Independent Audit of new RMA Website Costs

·      Convergence/Merger of RMA with RMC

·      A new award for branches who raise the most during the RM Charity Appeal

·      Branch Aide Memoire

We have been approached to support a Jane McGill who is walking the Dartmoor Way in 36 hours.  This will take place on the 15th/16th September and we are currently getting a small team to walk legs with her and support her over the 36 hours. o   No contingency fund for emergencies. The chairman outlined his proposal to Central office about branches holding an accessible fund available for emergencies of a critical nature. Unfortunately central office did not see the necessity for this as there was a good enough process for getting financial help already in place.  The chairman pointed out that this procedure was Ok for the normal situation but if the situation was of an imminent emergency there wasn’t time to use the normal channels.  The chairman will continue to follow this up.

o   The new RMA section in Homeport should be allowed to bed in before consideration is made about its future.

o   There is greater emphasis on the new RMA website encouragement to use it. The experts say it is an excellent website and other military groups are looking to emulate it.  There will be a presentation given at the AGM in September by Mindworks.

o   SW Regional minutes and follow up letter from the Regional Chair are available and outline some things discussed at the last trustees meeting

o   The issue of local members who don’t pay subs to the RMA is no longer available.  The Executive and Trustees deem that anyone enjoying the benefit of the RMA should pay subs to Central Office and be a member.
